My Lord,

I have the honour to inform Your Lord- -ship that in February, 1917, a petition was received by Sir Henry May from the European Inspectors of Police, requesting inter alia, that the rank of 2nd. Class Inspector might be abolished. This portion of the petition received the support of the Captain Superintendent of Police. The matter was care- -fully considered, and Sir Henry May finally decided in May, 1917, that the application could not be considered.

In 1918 a number of recommendations were

made by the Unofficial Members of Legislative Council, relat- -ing to the emoluments of the Police Force generally, among which appeared the following:-

"As regards the two classes of Inspectors, we

"consider that the recommendation of the Captain

"Superintendent of Police to abolish 2nd. Class

"Inspectors, and to raise all Inspectors to the

"lst. Class rank should now be carried out".

I find that in May, 1918, the Unofficial

Members were infomed that the abolition of 2nd. class

Inspectors would be recommended to the Secretary of State for

the Colonies. I regret that by an oversight, the question has

not been forwarded up to the present, and I now desire to request your sanction for the proposed change to be brought into effect as from the 1st. January, 1919, which will result
